No, conditions do not stack - one can only be poisoned once at a time.

Here is my understanding, though I don't have direct experience with poison arrow, I do use apply poison.
Apply Poison is a preparation and costs 15 energy, after used all shots you fire (and I believe melee attacks too) will inflict poison for the duration of the preparations (24 seconds I think).
Poison Arrow is a single shot that costs 5 energy, and is an elite skill, that inflicts poison on the target.
It seems as though conditions, like poison, do not stack.

A ranger by himself can get all these conditions stacked easily: Poisoned, Blinded, Crippled, Bleeding, and Burning. Granted only 3 of those are DOT, and Burning only lasts for a few seconds. Throw in secondary class DOT's and you have some pretty nasty options available to you.
Me personally, I would rather not use my Elite slot on Poison Arrow... I have too much fun with Barrage.

I've run a mesmer/ranger with the apply poison and phantasm to support a warrior using bleeding. With epidemic it can get quite sick. Much fun indeed!

Poison Arrow is great for when you want to use other preparations like Kindle arrows or Melandrus. You can fire off one arrow that causes fire damage+poison and so on. It's worth having in your skill set, but only for certain builds and situations.
Which is more effective is more a question of situation. If you have multiple opponents AND you want to poison all of them, the apply poison is more effective. However, if you want to keep one target poisoned and do not want to take any time to prepare your attacks, then poison arrow works well.

apply poison and poison arrow both have their advantages and disadvantages. apply poison with dual shot is great combination. unfortunately you cant use apply poison with barrage. barrage cancels out preparation spells. apply poison cost 15 and it's a preparation spell. poison arrow cost 5 with no recharge time. the poison last longer than apply poison. there's no preparation. for me, i prefer poison arrow.
i have a question about elemental attacks with poison. my bow has cold damage. if i use poison and kindle arrows, will the enemy be damaged with poison, fire and cold?

Dual shot and poison has no inherent benefit, because an enemy can only be poisoned once.
The enemy will be damaged by cold damage, and will acquire the "poisoned" condition.
